The Challenge

The USAID ADAPT Asia-Pacific initiative is seeking to establish a fully functional and self-sustaining adaptation project preparation facility that will not only support preparation of specific projects, but also build the capacity of the region’s governments to independently access climate adaptation funds.  To achieve this objective, ADAPT sought the knowledge and experience of Dr Robert Kay in a key role as Pacific Climate Change Capacity Building Expert, with an emphasis on Climate Change Adaptation Financing, including technical advice to the Pilot Project for Climate Resilience in Tonga.

Dr Kay provided a range of advice on regional capacity building in the Pacific to enhance access of Pacific Island Countries to climate change financing.  This included identifying key Pacific partners for ADAPT.  His work culminated in the design and facilitation of the successful 2013 Pacific Climate Change Financing Workshop and leading the design of ADAPT Asia-Pacific 2nd Annual Meeting.
